Steps to reproduce:

To reproduce this, install a language package from here: ftp://ftp.mozilla.org/pub/mozilla.org/firefox/releases/23.0/win32/xpi/ , make the necessary changing in about:config. Restart  Firefox now Firefox has the language from the installed language package. Now go to Help, click on Restart with Add-ons Disabled…, confirm on request 
now Firefox got closed and a small alert Window opens. See attached picture


Actual results:

The language from the additional and active language package, is English but the Language in this window is German, as the original Browser language. This happens with all versions of Firefox from 23 to 26 Nightly. I tested this with all of them.
I made a look on the language package to see if the necessary file is translated or not, the File safeMode.dtd is translated correctly. So it is clear Firefox use for this window not the in the additional installed language package file safeMode.dtd, bot the same file in his integrated language package. 


Expected results:

The language of this window should be in the same language as the active language package.

It's the dialog box about starting Firefox in Safe Mode (to be accurate).
I guess Firefox is already in safe mode when displaying this dialog box and is waiting for the user's consent to continue in this mode, so lang pack is already disabled.
