As talked about in bug 896797 and on IRC, using install manifests to manage dist/include is complicated by the fact that "external" build systems are also adding files there. Since the install manifest doesn't know which files are externally managed vs old, no-op builds aren't possible.

The proposal is to have "external" projects install their files to a separate directory. e.g. dist/include-external.
