As stated in https://bugzilla.mozilla.org/show_bug.cgi?id=874364#c3 only update notifications are persistent in the current release. All other notifications including SMS, voicemail will not be kept when device reboots.
Leo-'ing as this is part of a new feature to be done along with Bug 874364 Julien, please correct me if I am wrong with this, otherwise I believe this should be fixed along with Bug 874364?
