Given migration requirements we have to have firefox accounts based sync work in parallel with existing codepaths.  If we introduce a preference to toggle the two flows and perform all subsequent work using this toggle we can iteratively test to ensure no regression in existing sync.

This can be accompanied with a build flag if we want to be able to land in m-c and then compile it out for beta / prod ffx builds.
