Steps  to reproduce:
1. Download the standard zh-TW installer 
2. Install Firefox.

Expected results:
The characters (zh-TW) are properly displayed in the installer.

Actual results:
Empty squares are displayed in the installer.
Please see the attached screenshot.

Notes:
Reproducible on the installers ans stub intallers that correspond to Firefox 4.0, Firefox 23.0.1, latest Aurora 25.0a2, Nightly 26.0a1.
After installing Firefox the menus and the pages are properly displayed using the zh-TW characters.
Reproducible on Windows 8.1 Pro Preview.
Not reproducible on Windows 8 Pro.
Thanks, looks like a regression in Windows 8.1. Can you see if any other locales are affected?

We've had similar issues with pre-releases of windows 8 with missing glyphs:
See bug 777703.

We may want to retry this with the RC due at the end of this month of Windows 8.1.
Unable to reproduce the issue using the installers for ar, fr, hu, zh-TW, zh-CN, jp, hb locales builds of latest Nightly (buildID: 20130819030205) and Aurora (buildID: ), Firefox 23.0.1, Firefox 4.

Tested on two different machines with Windows 8.1 x64 and x32.

I can confirm this issue still reproduces for the latest zh-TW installer on Windows 8 64bit and on Windows 8.1 Pro Preview.

Cornel, anything unusual about your installation? Is it on a VM? Any changes you have made after install? Can you try a fresh Win8 or Win8.1 install as I did? Thanks!

I've tried to reproduce this issue on 4 different machines using Win 8 64 bit and Win 8.1 both 32 and 64 bit architectures, but it only reproduces on one of them.

I suspect this might be related to my machine's configuration. I'll make a clean install on it and I'll post an update later today.

Let me know if you have any thoughts on this matter.
It is working as expected after a clean install, I'm not seeing the characters in both full/stub installers.
I'm marking this issue as Invalid.
