Steps to reproduce:

1) open Firefox with fresh profile;
3) see value of plugins.click_to_play (true);
4) go to about:addons -> plugins page;
5) see activation config of plugins. It is "always on";
6) change plugins.click_to_play to "false", see addons->plugins page;
7) activation option of all plugins also is set to "auto".


Actual results:

"plugins.click_to_play" configuration option that looks like global has no global impact.
Activation behaviour and corresponding config of each plugin are indepandent from global option.


Expected results:

If plugins.click_to_play if set to "true" (by default) all plugins in about:addons must be set to "Ask to activate".

It seems like Firefox should have two levels of plugins config: global (default) and local (manual):
* if globally option plugins.click_to_play is set set to "false", all plugins must have "ask to activate" status;
* manual change plugin activation state through about:addons->plugins page must override global value;
* so, there is "reset to default" option is also will required.
Sentences "always on" and "auto" in reproduce steps 5,7 means "always activate" state.
