I'm seeing these errors regularly on win8 mc re-triggers -

That failure is long after the actual failure ("can't open count_and_reboot.py" just means "didn't manage to clone the tools repo"). What you are actually seeing is that t-w864-ix-093 needs to be manually rebooted, because it's stuck failing to clone and thus failing to reboot and thus failing to clone and thus failing to reboot.
