[Messaging] Failed message should open action menu on click on message instead of failed icon

Details
When a message fails to send the failed icon brings up an action menu to resend the message. That's not intuitive. Clicking on the message should bring it up. It's just that I know of the resend feature that I found out about it. Also on Android the whole message is clickable (and click-hold) so I'm not the only one.

We have been though this several times now. It is the icon that is clickable, not the message. There is other functionality that is coming up that will be actioned from within the message (failed or successful) so it is inappropriate to make the whole messages clickable to recover from failure.
Fuctionality behaving as expected. Marking this as resolved - wontfix
