i am an employee of mozilla, or an operator business partner of mozilla who needs to see the list of apps submitted as preloads so that i may consider them for inclusion in the build of my pre-market device

i need to be able to view
- the app and app details
- the test results (if present)
- the signed TOS (if completed)

in order to be on the list, an app submission must have completed all parts of the submission process, plus the test results, plus the additional TOS

if any of these are not present, the app does not show on the list of apps submitted for preload

https://github.com/mozilla/zamboni/pull/1285 for a barebones makeshift will-be-rewritten "Operator Dashboard".

STR:

1. Be in the "Operators" group.
2. Submit an app to be preloaded (/developers/app/APPSLUG/status/preload).
3. Go to /operators/preloads/

Expected:

The app should show up with correct details, download link should download test plan.
