Steps to reproduce:
Open the attached HTML page from local file system (not over a web server)
Actual results:
Java applet that is included via an http:// path gets loaded
Java applet that is located on a local file system doesn't get loaded
Expected results:
both applets should be loaded.

Reproducible on Mozilla/5.0 (Windows NT 6.1; WOW64; rv:26.0) Gecko/20100101 Firefox/26.0 (20130825030201).
