90766 - Search/Filter UI: resize can blank out criteria area

Problem in both branch and trunk (july13)
Related info/discussions: see bug 90699, bug 40480, bug 86199

Resizing the search or filter rule dialogs after adding additional criteria rows
can cause blank-out (partial or entire) of the criteria section.  

Note:  branch build only exhibits this behavior in search ui, trunk shows in
both filter and search (because of bug 86199, a trunk-only fix).

Steps:
1.  Launch search messages dialog.
2.  Click More button until you cause enough criteria rows to add scroll bar.
3.  Pull the bottom edge to stretch the dialog downward.

Result:  criteria area starts blanking out. In some instances the entire section
is blank/not redrawn and scrolling the criteria area doesn't help. More and
fewer don't seem to help, either.  Sometimes the More will add a criteria row
which has blank dropdowns. Clear doesn't always help, resizing again doesn't
always help,  but closing and relaunching the dialog gets you back in shape.

Don't know if this is a side issue to this or should be separate, but I noticed
in a linux trunk build from yesterday that Clear (search messages) criteria is
having some weird redraw problems if clearing a list of criteria past the
orginal 3 rows whether you resize or not. Will look into it more when I get a
chance.

I tried, the strange thing I could see was scrollbar slow and jumping (that's
the bug about us being slow to update the tree, I think)

This has changed somewhat; now both criteria and actions can be shrunk to 
nothing, but sections don't appear to blank out.  The scrollbars on the two 
sections can disappear, but that's bug 180144,
