tooltips should not appear when Mozilla doesn't have focus

Details
Steps to reproduce:
1. Open a notepad window.
2. Place the notepad window so that the top of the window is just under the
personal toolbar.
3. Move the cursor over a personal toolbar item and leave it there.
Result: a tooltip appears and covers part of the notepad window.
Mozilla shouldn't show tooltips when the Mozilla window doesn't have focus,
because it's very common to move the cursor outside of a window in order to use
that window without being distracted by the cursor. (Well, at least it's common
if you're the kind of user who prefers to use the keyboard when given a choice
between using the keyboard and using the mouse.)

IE displays tooltips when in the background. I say we copy them.

IE6 on Win2K doesn't show tooltips if it's not active.
Nor does VC++ 6.
I personally don't care if this fixed or not, just throwing out information.
