We'd like to use moztest in Marionette and other tests, but it currently is not packaged into tests.zip, so it can't be installed on test slaves.

This patch will need to land on every branch. In order to avoid this in the future, we should get the virtualenv modules from the in-tree mozharness config. Filed bug 908356. I'll leave it up to you whether you'd rather land everywhere, or block on that.
