Steps to reproduce:
Open many tabs.
Actual results:
Dependent on window size, if many tabs are open the close button on inactive tabs disappears.
Expected results:
User should be able to close a tab without having to select it first.

I've reproduced this with the latest UX Nighlty buildID:20130826040201
Component: Untriaged → Theme

Matt, I'm thinking this is INVALID, as it's the same behaviour as Nightly and even Beta - I think it's been like this for a long time... can you please check if I'm correct? :-)
