Steps to reproduce:

1. set the language to Spanish.
2. make a emergency call.


Actual results:

The string is shown not "Numero de Emergencia" but "Emergency num...".


Expected results:

The string shall shown as "Numero de Emergencia".

qawanted on this to confirm if this occurs:
1> device is started up as Spanish
2> device starts with english, manually change settings to Spanish, then call
3> if 2> is the case, kill dialer and try dialing again.
