908736 - User prompted to do MT auth on first purchase _Wi-Fi only - Seahorse

Steps to reproduce 1:

1- Connect to a Wi-Fi network;

2- Open the Marketplace;

3- Search for a paid App;

4- Click to buy;

5- Insert the peronal PIN;


Expected behavior 1:

The user is redirected to the Bango Payment screen right after PIN inserted and no Mobile number is required in Seahorse.

Observed behavior 1:

The user is asked for the phone number to auth the purchase.


Step to Reproduce 2:

1- Buying over 2G network (some purchases completed already), change the connection to Wi-fi;

2- Search for a paid App;

3- Click to buy;

4- When the PIN is required, click on: "forgot you PIN" option;

5- Confirm the PIN reset;

6- Enter you user - New PIN - confirm new PIN.

Expected Behavior 2:

The user will be redirected to the Bango Payment screen to confirm the CC number and complete the purchase.

Defect Behavior 2:

The user will be redirected to the manual auth screen.

The reason this didn't work is the MOZ_USER_ID piece is currently only implemented in Seahorse, we determine the region using IP, and this request was from the following US ip 208.84.81.130.

I don't understand why tho - as Rafael has been doing this (first purchase) flow everyday for a while.

I do the first purchase over 2G then I change to Wi-fi to perform my daily tests.

And do you get prompted for MT auth when using 2G? The bug title suggests you do.

So the issue is then a dupe of bug 904206. It sounds like we have decided to do MT Auth for credit card payments because this is coming from a US IP, so this is a won't fix. Please reopen if people disagree.
