I can VNC to it but it says that it is "saving your settings".

Re-image if needed. Disabled in slavealloc.

It appears that the machine encountered a DNS error on a reboot:
"The Security System could not establish a secured connection with the server DNS/ns.mozilla.org. No authentication protocol was available."
The machine continued to cycle with this error until it was rebooted today.
After reboot the machine appears to be fine.
