Details
1. Went to https://bugzilla.mozilla.org/attachment.cgi?id=795790
2. Saw there was an .exe file
3. Looked for a "REPORT SPAM OR ANY EMERGENCY" button somewhere.
4. Couldn't find it.
Go ahead I dare you to follow the above path and see how hard it is to find a way to report a problem.

Probably not an issue. End users aren't supposed to be using bugzilla anyway and we can delete attachment that are malicious.

Is too an issue.
Even pros might only occasionally use the site, and not be aware of where the "fire alarm button" might be, or even the "minor fire alarm".
On many websites there are many REPORT buttons all over each page.
How could it be that there is not even one here.

I've deleted the attachment in question, and I'll be duping this bug to your old bug filed on this same issue.
