910199 - (b2g-sheriffing) [Meta] B2G builds are not sheriff friendly

Meta bug to make it easier to track the issues that are making B2G builds not sheriff friendly.

All other jobs are expected to meet https://wiki.mozilla.org/Sheriffing/Job_Visibility_Policy before being shown in the default view (the alternative is to make them not be shown in the default TBPL view and be managed by the relevant teams using the &showall=1&jobname=foo TBPL parms).

Criteria not currently being met:
* https://wiki.mozilla.org/Sheriffing/Job_Visibility_Policy#6.29_Outputs_failures_in_a_TBPL-starrable_format -> bug 910196.
* https://wiki.mozilla.org/Sheriffing/Job_Visibility_Policy#8.29_Must_avoid_patterns_known_to_cause_non_deterministic_failures -> bug 899969 but also a soon to be filed bug on gaia.json not being used even for gaia in some cases.

In terms of prioritisation, bug 910201 is the #1 issue right now, followed by bug 899969 / bug 910196.

The B2G issues this week are pushing me ever closer inanity (for example today alone I've spent the last ~5 hours trying to sort out breakage; the latest example being bug 910662).

David, can you find owners/chase other teams for the dependent bugs of this (particularly the bugs in comment 1), before myself/the other sheriffs start rocking in the corner, please? :-)
