mkt.account.api.InstalledResource should be replaced with a DRF version.

Inherits from AppResource, which hasn't been converted yet. I could make some hacks to make it work, but I think it'll be much safer to wait for bug 910623 to be done, especially since it's currently being worked on.

QA: this is a new implementation of backend for app viewing in fireplace and submission via API. (Submission via the flow at /developers/submit/ is not affected.)
