Steps to reproduce: - add a 'pt' locale to your manifest - add a new localized app name Expected: Portuguese localized app name created Actual: no localized app name created at all Since pt is an acceptable locale tag (http://www.iana.org/assignments/language-subtag-registry/language-subtag-registry) for Potuguese, we should accept it in the manifest. We could prioritize region specific locales such as pt-BR and pt-PT but fallback to short codes if region specific codes are not defined in the manifest.
