This component handles navigation actions.

The rough usage spec to follow:

NAVIGATION.goForward()
NAVIGATION.goBack()
NAVIGATION.reload()

This should handle differences between phone, tablet, and Android version.
This can alternatively be named BROWSER, though we should avoid becoming too general with component names.
