    The local customization of applications aren't acording to Colombia:  AccueWeather and Time Zone

    B.- Steps to Reproduce (initial conditions, required resources, step by step instructions to reproduce):
    Preconditions: 
Perform a master reset to the DuT.  

1. Verify the Time Zone, so go to menu -> Settings -> Date and Time, verify that doesn't have Bogota city as default.''
2. Verify the Weather app, so go to menu  -> AccuWheather, verify that doesn't have Bogota city as default."

    C.- Actual Result (current bad behaviour that is reported as a bug):
    1. The DUT shows time zone city abidjan.
2. The DuT does not have any city selected as default.

    D.- Expected Result (correct behaviour wished):
    
    1. The DuT must offer the time format  as default.
2. Timezone must be Bogota Colombia as default.
3. The weather app must select Bogot� city as default location..
4. The language of the DuT must be spanish as default.
