Steps to reproduce:

- open two windows
- open tabgroup mode in both
- try to drag one tab / one tab-group to the other window
- close the tabgroup mode on one window, try to drag the tab to the tabgroup view of the other window


Actual results:

- tabs / tabgroups in tabgroup mode cannot be dragged outside of the current window
- tabs cannot be dragged onto tabgroups


Expected results:

- drag & drop between two different windows, to (re)organize the tabgroups for each window

Over a year has passed, but nobody was able to provide the duplicated bug's ID - FWIW, I did a search and only found this bug, too.

So, would it be possible to remove those flags and to get this bug resolved? I'd love to see this feature implemented!
