Steps to reproduce:

【Detail Description*】：[B2G][Helix][music][yangshiqi]The thumbnail icon in settings apps list is absent 
【Repro Steps*】：1.download some apps from marketplace install them
                  2.enter into settings ->App Permissions
【Expect Result*】：all the items has a thumbnail icon 
【Real Result*】：some of the thumbnail icon will absent
