Not sure if this is a device issue, a Firefox OS issue or both.

You should be able to push individual or the complete contacts list to another device via bluetooth.  This is the way the built-in dialer in Mercedes-Benz cars expects to be able to get a directory.  This is one of the things preventing me from using this as my primary in car phone, which would allow me to do more extensive testing of the device and the operating system.

I consider this to be an expected feature of a modern cell phone (despite the fact that the iphone does not support this feature either).

Hi Bill,

Thanks for reporting this. Currently we haven't implemented Bluetooth PBAP(Phone Book Access Profile) in Firefox OS yet, and PBAP is the way for carkit retrieving contacts from your FxOS phone.

AFAIK, PBAP will not be implemented before FxOS v1.3. Please keep tracking Bluetooth status via https://wiki.mozilla.org/B2G/Bluetooth. You can get the information about what profiles have been or will be supported in each version of FxOS from this wiki page.
