Yep, as some components don't have a viable "security" group option that makes sense, and some bugs need to be protected, so moco-confidential is a logical choice. Is there a group for RelEng that would make sense that you know of? Otherwise, this seems like WFM.

Is it possible to skip having a security option at all for certain things? It doesn't make any sense for mozilla.org::Repository Account Requests, for instance.

no, that isn't possible.
we could make it possible, however it would be limited to a product level, which massively limits its usability.

AFAIK the default group can only be set per-product (bug 856952 requests finer grain control). The mozilla.org "product" is such a mish-mash of things it's hard to know what makes sense there as the default hidden group, but something had to be picked. For other Products, like Firefox and Legal, it's much more obvious what the default security/hidden group should be.
