912313 - Changing the keyboard language does not update the keyboard immediately

When you select a new keyboard from the modal dialog entitled "Layout selection", as accessed from the "Globe" button on the keyboard, while editing a field, the keyboard does not change immediately and the focus disappears from the field. You can still type on the keyboard, but it maintains its original language, and what you type does not appear in the field which had the focus. Upon tapping on an element to give it the focus, the keyboard is updated.

STR:

1. Open Settings app.
2. Tap Keyboard.
3. Tap Active keyboard.
4. Tap Add more keyboards.
5. Check the Spanish keyboard.
6. Open Contacts app.
7. Tap "+" button to add a new contact.
8. Tap on the Name field to bring up the keyboard.
9. Press on the "globe" button to bring up the "Layout selection" dialog.
10. Choose "Built-in Keyboard Spanish".

Expected results:
The keyboard is updated to be the Spanish keyboard and typing will put the keys one types into the "Name" field.

Actual results:
The keyboard remains the English keyboard and typing does not populate the "Name" field. Tapping on the "Name" field updates the keyboard and allows input again.
