A.- Overview Description (technical background, concise explanation of the bug):
When the device is attached in an specific network, it allows to dial to the other country's local emergency numbers.

B.- Steps to Reproduce (initial conditions, required resources, step by step instructions to reproduce):
1. Power on the device with a valid country SIM.
2. Simulate an specific country network, for example MX, using the Agilent 8960/Anite SAS equipment.
3. Register the device on the network, and try some emergency call (local numbers such as: 122, 133, etc).
4. Check the behaviour.

C.- Actual Result (current bad behaviour that is reported as a bug):
When the device is attached in an specific network, it allows to dial to the other country's local emergency numbers.

D.- Expected Result (correct behaviour wished):
When the device is attached in an specific network, it must not allow to dial to other emergency numbers that don't belong to the country where it is attached.

accoring to Annex 59(a requirement documen for latam from telefonica),when DUT in the different country network,the emergency call will be different

It was reported on FxOS 1.1, and I've heard from Rachelle (TAM) that this is not blocking 1.3 shipping.
I wonder if this bug is still reproducible. (Setting QAWANTED to figure out).
This is not a gating issue.

We're not equipped to execute the following step:
