* Description:
  This problem happens on v1.2 build(M-C).
  If user launches the settings app before installs the keyboard, the new keyboard will not display in keyboard settings. User need to relaunch the settings app then the new keyboard can be displayed.
  This may be our system limitation.

* Reproduction steps:
  1. Launching the settings app
  2. Tap "Keyboard" settings
  3. Press home button
  4. Install the third party keyboard
  5. Tap setting app icon again

* Expected result:
  The new installed keyboard is displayed in keyboard settings.

* Actual result:
  The new installed keyboard is not displayed in keyboard settings.

If you need to test third party keyboard installation, you can use browser to open following hyperlink.
- http://mpizza.github.io/ime/install.html
This is a fake-keyboard app (hosted app) and only can test keyboard installation flow and keyboard settings page.
