1. launch FTU
2. go through FTU until you get to the country/time setting
3. select the country
Expected: already filled
Actual: completely blank
4. go to settings after finishing ftu
5. go to settings -> Date & Time
Expected: Region and City are filled
Actual: "empty"

This isn't just for the helix, I found out. I can also see this for buri and nexus-4. I think if you update you will not see the issue (ie reset-gaia) as I don't see that on the unagi which I have running an OTA on.
