I noticed if you click on a non-downloaded messaage while offline
you can reply or reply all to the message but you can't do
a forward of the message. In 4.x, reply, reply all, and forw
is disabled if you click on a non-downloaded message.
This would apply to the toolbar, properties window (when right clicking),
and from the Messenger menu under Message.
Steps to reproduce:
1.Login to your imap mail account
2.click on a folder that has some messages that aren't downloaded
3.go offline
4.Do a reply, reply all, or forw on a non-downloaded message
Result: you can reply or reply all but can't do a forward
Expected: to not be able to do a reply, reply all, and forward

Verified the following for imap, web mail and newsgroups while offline:
-if a message has been downloaded, user has access to
reply,reply all, forw in toolbar, menu, context menus.
-if a message has NOT been downloaded, user has no access to
reply,reply all, forw in toolbar, menu.
Minor problem with context menus for non-downloaded mesgs (you
have access to reply, forw, etc..but doesn't matter since
the body hasn't been downloaded and to field is never filled out).
And in stand alone mesg window (which I neglected to mention, my fault)
user still has access to to reply/forw in toolbar and menu.
Will file a new minor bug on these last 2 cases.
