Thanks for the report! We have switched to a CentOS based development environment away from Ubuntu and no longer maintain that script. There's documentation for setting up the system on Ubuntu Precise (http://socorro.readthedocs.org/en/latest/installation.html#ubuntu-12-04-precise) that may help you get started without the bootstrap.
