We should monitor the successful completion of stage refreshes.

Also, whatever is doing the monitoring, should play a role in downtiming alerts for a reasonable amount of time on the weekend to limit false alarms for on-call.
Nagios is monitoring the refreshes, and there is a nagios downtime for the stage refreshes. Since we moved to a new password for the nagios user in stage, the monitors will page if the refresh does not successfully complete, because the last step is setting permissions.

Is that necessary and sufficient for monitoring the stage refreshes?
