Prerequisites:
Mozilla/5.0 (Windows NT 6.1; WOW64; rv:26.0) Gecko/20100101 Firefox/26.0

Steps to reproduce:
1.Go to https://marketplace.allizom.org/
2.Observe Featured apps section

Expected results:
Featured apps section should be populated since we have some featured apps(visible if we press "View all" button)

Actual results:
"Featured apps" section is empty

The `rocketfuel` waffle switch is disabled on stage, so when that happens we should be pulling from https://marketplace.allizom.org/admin/apps/featured instead of https://marketplace.allizom.org/curation/

Now this issue is reproducible in another way. The featured app section is not empty on MP Stage homepage, but after pressing "View all" button, no app is displayed in the featured apps list : http://screencast.com/t/tdpPlsvxdZI

Please always file a separate bug for new issues -- even if it's the "same bug," but was already verified fixed, it typically deserves a new bug.  Thanks!

We had to do a push to production for AMO anyway, so I cherrypicked this to Fireplace. Fixed:
