http://detectmobilebrowsers.com/ offers downloadable scripts for: Apache ASP ASP.NET ColdFusion C# IIS JSP JavaScript jQuery Lasso nginx node.js PHP Perl Python Rails... and all of them fail to detect a plain "Mobile" token in the UA string.

The maintainer writes:

lmandel gave me a pointer to 906538 which indicates that this is a pretty good assumption. Have replied saying as much.
