Actual Results:

"There are insufficient funds to buy this app."

Expected Results:

Should be able to purchase and install the paid app 'pricetier4'

Yeah, this is my personal credit card.  The SIM is in good standing, and is a Mozilla-IT (Service Desk) issued unlimited voice/data SIM, FWIW.
