[B2G] [Settings] Date & Time: Clock does not "Fall Back" when going from November 3rd 2013 01:59 am to 01:00 am.

Description:
When manually changing the time to November 3rd 2013 1:59 am, the time doesn't go to 1.00 am for "Fall back".
Repro Steps:
Repro Steps:
1. Load Buri Build ID: 20130906040204
2. Open the Settings app
3. Navigate to the Date & Time menu.
4. Turn off "Set Automatically"
5. Change the date to November 3rd 2013
6. Change the Time to 01:59am
7. Let the time change one minue
Actual Results:
The time goes from November 3rd 2013 1:59am to 2:00am.
Expected Results:
Time will "fall back" and "spring ahead" properly.

Seems like the issue is a regress from 1.1.

Repro Steps:
1. Load Buri Build ID: 20130906040204
2. Open the Settings app
3. Navigate to the Date & Time menu.
4. Turn off "Set Automatically"
5. Change the date to November 3rd 2013
6. Change the Time to 01:59am
7. Let the time change one minute
8. Change the time back to 01:59am
The time goes from being 1:59 to 2:00 instead of 1:00.
Notes:
There looks like there is another way to get it to happen on the first time, but involves:
1. Load Buri Build ID: 20130906040204
2. Open the Settings app
3. Navigate to the Date & Time menu.
4. Turn off "Set Automatically"
5. Change the date to March 10th 2013
6. Change the time to 1:59
7. Back out of the "Date & Time" and go to "Device Information"
8. Tap on More Information, then go to Developer Options
9. Wait a minute for the time to change
10. Go back to the "Date & Time"
11. Change the date to November 3rd 2013
12. Change the Time to 01:59am
13. Let the time change one minute
14. Change the time back to 01:59am

Issue was reproduced just by changing the time to November 3rd without doing anything else.

So it looks like the issue has been happening in 1.0.1/ 1.1.0/ and 1.2.0 so this might have always been around, but just changed slightly.
