91453 - Double-clicking on cert container text sets focus to the last cert

Using 2001071803 nightly on win2k, if I double-click on the text of the cert 
container, focus gets set to the last cert within the cert group. If I fix bug 
78811, by adding "oncommand="viewCerts();" to the <outlinerbody> in 
CAOverlay.xul, MineOverlay.xul, and WebSitesOverlay.xul, when a user double-
clicks on a cert container the last cert will get focus and be opened in the 
cert viewer.

This is possibly cause by bug# 96866 - but this simple workaround would fiz the
problem - just forces the focus to remain on the container on double clickind
the container.
