This will be an interim step until bug 32157 is fixed. 

We really need to have title tips soon. 

While we are waiting for the ability to identify "cropped text" so that title
tips are shown only for texts that are cropped (bug 32157), I suggest we get
title tips implemented first.

I am marking bug 32157 dependent on this bug so we can finally read cropped texts.

I don't think it will be bad if title tips appear even if the text is not
cropped because the user will very rarely be hovering over an outliner (e.g.
subject line, bookmark, etc.) and really mind if the title appears in a title tip.
