If SIM PIN is enabled and update device code with SIM inserted, after upgrading, all app shortcuts are in one page and dock is empty.

1. SIM PIN is enabled. 
2. Insert the SIM is device.
3. Update master build.
4. After unlock SIM PIN and pass FTU, dock is empty on home screen.

* Expected Result
Dock should have most-used apps.

* Actual Result
Dock is empty.

* Occurrence rate
100%.

FWIW - I saw this happen on Unagi without SIM PIN enabled on today's 9/10 build.

What device did you reproduce this bug on?

I found this on Buri. But if SIM PIN is disabled, Buri will have not such problem.
