We'll need to schedule some downtime to deploy the code to run the TrackingFlag
migration from old to new style. The steps needed to execute the migration are
outlined here:

Bug 880829 is the bug for tracking the actual migration code implementation and
code review.

We only expect ~20 minutes needed but are requesting 2 hours.

note - bug 880829 is tracking the code changes required to facilitate this, not the downtime or migration itself (ie. once the code is ready that bug will be RF).
