Currently, it takes too much time to get to the Cert Manager.

Steps to get to Cert Manager:
1. Goto Edit menu
2. Select Preferences
3. Expand Privacy and Security
4. Select Certificates Panel
5. Click Manage Certificates button
6. Select appropriate certificate tab

Proposed Change:
1. Goto Tasks menu
2. Goto Privacy and Security menu
3. Goto Cert Manager menu
4. Select:
     My Certificates
     Web Site Certificates
     Authority Certificates

Each menuitem under the Cert Manager menu would open the corresponding panel in 
the cert manager, therefore eliminating step #6 from the first sequence.

Mass reassign ssaux bugs to nobody

Mass change "Future" target milestone to "--" on bugs that now are assigned to
nobody.  Those targets reflected the prioritization of past PSM management.
Many of these should be marked invalid or wontfix, I think.
