When we set up a new branch we generally want to disable updates, and not generate any partials. If you leave the form field for partials empty you get an error 'Invalid partials format'.

We hacked around this for 24 ESR with attachment 802716 [details] [diff] [review] but that's suboptimal because you have to remember to back it out again after shipping the release.

On way to solve this more generally is to have a checkbox 'Disable updates' that * sets |releaseConfig['skip_updates'] = True| in the release config
* allows Partials to be empty in ship-it
