As discussed in https://groups.google.com/forum/#!topic/mozilla.dev.b2g/f2lN8nDX7QU it seems clear that we need a system wide notification when a write is attempted via any of the affected APIs during a low storage situation. This bug is supposed to host the required modifications for localStorage.
