915019 - enable support for SVG-in-OpenType fonts by default

I suggest it's time we should turn on the SVG-in-OpenType support in Nightly (in time for the merge to Aurora 26), so as to make this feature more visible and readily available for people to try out.

(If we decide it shouldn't go out in the release channel just yet, we could use an #ifdef RELEASE_BUILD section to turn it off by default for beta/release. Roc, were you planning to raise that question on the mailing list?)
