91525 - Message menu displays up/down arrows after accessing Move/Copy menu

Branch and Trunk build 2001-07-19-05: WinME

Overview: The Message menu displays an up arrow at the top and a down arrow at 
the bottom after accessing the Move or Copy menu item. 

Steps to reproduce:
1. From the mail 3pane select the Message menu, it should appear ok.
2. Select the Move menu item
a. move your cursor to the right to highlight an account (the account should 
have many folders so the up/down arrows appear in order to scroll the list)
b. move the cursor to a folder and then select a folder

Actual Results: The up/down arrows now appear for the Move/account level and the 
Message menu itself. For instance:

Reply to All
Forward
Forward As
Edit Message As New
-------------------
Move Message
Copy Message
-------------------
Mark
     v              (used a "v" here since I don't have a key for a down arrow)

Expected Results: The up/down arrows should only appear for the folder list and 
not the Message menu or the Message|Move|account, Message|Copy|account menus.

Additional Information:
- Mac: has the ability to show all the folders without the up/down arrows so I'm 
not sure if this is also a mac problem at this time.

There's a million duplicates which were logged about this out there... some were
tracked back to 75142, some to 84121 (and some to others).  Just providing some
added trail info...

Yep.  This one's definitely 75142 though.  84121 is about the menu extending one
row too low, so that the last row is almost entirely off-screen.
