Ensure that config params can be set in the postgres and postgres2 module's pgbouncer class

Added additional config params that are configured separately from default to modules/postgres[|2]/manifests/pgbouncer/server.pp: unix_sockete_dir ignore_startup_parameters reserve_pool_timeout
