Microsoft have announced in a blog post http://blogs.office.com/b/microsoft-outlook/archive/2013/09/12/outlook-com-now-with-imap.aspx that IMAP is not available to all outlook.com users.
Their settings page has been updated http://windows.microsoft.com/en-US/windows/outlook/send-receive-from-app
