9163 - imported ie favorites are not handled correctly

Overview Description:
	seamonkey does not handle .url files as provided by imported
	ie favorites.


Steps to Reproduce:
	1) launch apprunner. (mac or windows, but mac is sortof broken. i know
		there's a bug on dynamic menus on mac, but i can't remember.)
	2) choose MSNBC from Bookmarks->Imported IE Favorites sub menu.
	3) select it.

Actual Results:
	Seamonkey tries to load the url
        file:///c|WINNT/PROFILES/USER_NAME/FAVORITES/MSNBC.url

Expected Results:
	Seamonkey should load www.msnbc.com

Build Date & Platform:
	07/01/99 build on Windows NT 4.0 sp 4 (apprunner)
